It's not just about the woman's level of experience: I know good dancers who he has hurt.
I am aware that some women find him exciting to dance with, but others hate being that much out of control. It's fine for him to do what he does on willing victims, but he also does it on women who have no idea what to expect.
It's easy enough to ask a partner what her attitude to dips is. Or you can gauge it by leading her into a gentle dip, allowing her to keep her balance so she has the choice of whether to go with it or not. If she flings herself back with wild abandon you know she likes it, if she doesn't then you know not to do any more.
