Rueda: which way is up?

I've been taught that in rueda 'arriba' (up) means anticlockwise, and 'abajo' (down) means clockwise. So, from guapea/Cuban basic 'Una por abajo' means 'go back and get the woman you've just passed on to the dancer on your left'. Two Cuban guys have now told me that in Cuba 'arriba' is always relative to the direction the leader is facing, so from guapea 'arriba' actually means what my usual teacher would call 'abajo'. Is this universal or a regional/local thing?
